This game. I still go back and play it occasionally, it was a lot of fun.

I can't recall if there were really any games that were like it. Where you could go around town, take over shops and then start making money on it.

There's Omerta but quite frankly, that game kinda sucked.

Godfather (The game, by EA.) had a element about taking over stores to gain funding although it was pretty basic.
(Might have been in the sequel as well, I don't actually remember since the game wasn't all that good.)

godfather 2 expanded upon that aspect, made it a bit more complex and gave you more options to manage your "empire".
while the standard gameplay was more of a cheap gta clone, i actually had fun with the whole management aspect.

there was also a great 1998 pc game called "gangsters" that i found alot of fun:

Was there any other old games simillar to this one? Looked almost like that but with some humour elements, fat gangsters and so on, all I remember that you took over some buildings first and put some tenants there, they reproduced and make new workers Very Happy

Sounds like Constructor and its more violence-oriented sequel Mob Rule.
