It is against the Steam Subscriber Agreement and will get the account permanently suspended.

only if they find out about it. if both parties involved are trust worthy enough it can be a smooth deal. But most people who sell account grab the cash then use support to get their accounts back.

Hmm, but they wouldn't know i "charged" the guy for the account.
I could say i gave it to my brother from overseas lol.
As long as i don't post links to the account or screens when i make a selling offer i don't think they can suspend it no ?

no such thing as a 'safe' way or place to sell an account. honestly if you're not selling to someone you KNOW, i wouldnt even try it..

What is your issue as a seller? You get the money and only then you give the account. That is a failsafe tactic. True, chances to sell it this way is lower, but you will be "safe" as much as you want.

Doesn't matter if he receives the money first or not. If the guy does't pay shakabutt can just make a account hijack ticket and get his account back. And not give answers to secret questions etc before after receiving payment. Of course you should be really certain about the guy you're selling to first though.

And how does this stop someone reversing the PayPal (im assuming) transfer after they have the account?

Easy, use another PayPal account, immediately transfer the money from the new account to your normal account.

Well I don't use PayPal, so I don't know that much about it, but I'd be surprised if they allow such an obvious way to scam the system.

That's always how it worked, there needs to be enough money on the account for a claim to work, otherwise they just suspend it and you're out of luck. I've had this a couple of times and it's useless. That's why, if you buy something digital online, you should claim ASAP (< 10 minutes) otherwise you can be sure that you are getting nothing.

after 1-2 shit like this, you only get your main account flagged, and eventually closed. because the buyer/seller will make chargebacks.
and if was a large number of $, they notify your bank to. they do it anyway in case of chargebacks. and if you dont pay your bank, they will notify the police. not really worth the effort for a normal person with one identity.
just sell your crap to a known person with a beer between you two.
anyway, player auctions is a known scam site. and the usual price was 10-15% from game prices. ask yourself if is worth to sell an 1000$ steam account with 100$.

why anyone would buy something without any guarantee ? something that the owner can claim back any time he wish to do so ? at least with paypal you have a safe net. but still, if the owner will wait 60+ days before reclaiming his account back, you are pretty much screwed. (neither paypal or banks will issue refunds/chargebacks after 60 days.).

I'd say safe place would be here, at least a lot safer than an unknown place. Either way don't expect much for it, even when you say it has a worth of 1000$. Highest I could see it go is a 100$ anyway. There are better ways to get money.

Yeah, Morph is right I'm afraid - account value doesn't directly translate. Check Sythe.org, that's an account buy/sell site (for everything, not just Steam) and you'll see accounts with upto/over 300 games not selling for more than $200 - and that's even if they sell at all, most accounts go for <$70

worth 1000$? depends on the games ; ive got a friend that sold his account for 470$ on epicnpc with around 1100 games on it with value at more than 16k$ i think

Yup, that about covers what I've seen too. My "$6600" account with "only" 570 games would be lucky to score $250 in real cash. It's a shame but there it is.
