so i have two hard drives one is a 640gb WD aacs (green) and the other is a 160GB WD
problem is when copying/moving stuff from a partition in the 640gb HD to an other one on the same HD i always get slow speed like it starts at about 50megs then it slows down to like ~13 megs
i don't have that problem though when copying or moving from the 640gb to the 160gb HD it stays at 50mb all the way .

That's because hard drives read/write the fastest when it's sequential. When you both read and write to the same hard drive (even if it's different partitions) it's only partially sequential because the hard drive reads a bit of data to fill it's buffer, then the mechanical drive head has to jump to another location that may be far away, empty the buffer, go back and so on. Head keeps jumping back and forth and those mechanical head movements are quite slow.
When you read from one drive and write to another those issues are avoided and the head moves sequentially from one cluster to another (if there's no fragmentation).
This is also the reason why reading or writing two files at once (e.g. copying or extracting two files) will not only take twice as long, but more like 4-5 times longer.

There are special copying tools that try to limit hard drive head movements.
I haven't tried any myself, but check it out here: http://latesttechworld.com/2010/09/tools-speed-up-copy-paste-windows/
Talent copy seems okay:

just tried talent copy and tera copy and they didn't help , i guess no program can circumvent hardware related issues
