I've actually owned a couple of Corsair PSU's in my day and I will say this, they are spot on with their efficiency. The only reason that I'm not running one in either of my rigs right now is that, above 850w, Corsairs have a tendency to fall flat on their efficiency. I prefer Enermax or EVGA when it comes to 1Kw or more (currently running an Enermax 1050w and a 1250w, both with a 90+ efficiency rating, with not a problem one...yet).
What kind of rig are you running? That would help immensely as if you intend on running something like a 580 or any of the newer ATI gpu's, you will need the extra headroom that the 750 will provide. But since they both seem like good PSUs, that would be the only deciding factor that I can think of. Hope this helps!
edit: You might also check out http://www.JonnyGuru.com for some reviews on any psu that you are considering.

TX750 V2 that is, keep that in mind when talking about it.
In this case, the 750 is the better unit, albeit marginally. The HX650 is Seasonic's original generation of the current platform, the 750 V2 is the third generation. Make sure it really is the 750 V2, because the original TX750 and TX750-C are both CWT builds (respectively revisions 1 and 2 of CWT's PSH platform) and nowhere near as good.
@ doob: with a 580 or ANY ATI GPU you really don't need the headroom from a 750
Not even a 480 will need that headroom, you'll move into that territory when you run multiple cards and even then it's only the 470/480/580 and the dual GPU cards that'll need it

HX 650 is a beast unit. I runned my 2x 570 (at stock) + i5 2500K @ 4.5Ghz and it wasnt even noisy. I have had 2 x HX 650 and both has been absolutely flawless (one in my AMD setup and one in this SB setup). Got a HX 850 so i could run my system fully overclocked tho.
I would personally get HX 650 because of the modularity and 7 years warranty (since you dont need the 750w).
