There's probably no placeholder text or anything but you can perhaps post a image of the game directory, if it's just some config file or registry value setting the language you might be able to change that though this is rare.
(Worked in Steam Slug to use one example though textures and similar weren't localized, also worked in Trapped Dead to use that game as a example but the English strings weren't finished so it didn't fully work.)

I downloaded it and tested the files, didn't play it but it's standard UE3(.5? as it has many of those functions.).

You can open EngineDefault.ini and change localization from =RUS to =INT but it won't help here as the other localizations are removed.

Instead you would have to open the Engine\Localization and P3Project\Localization (Or what they've called the "game work" folder.) and there the \RUS\*.RUS files in notepad.
(EDIT: Or any other text tool or editing software, might be much better alternatives available.)

Most are already in English but the main game file and parts of the netgame descriptions are fully localized and would need translation, you'd need a Russian locale as well or the text and symbols symbols will show up in gibberish instead of Cyrillic (I think it's the proper name.)

(Google might even work for a rough translation of the interface parts at least.)

Of course there might also be checks on said files that'll force the Unreal engine to crash due to hash checks on the files or how it's done to prevent alterations, not much that can be done in that case unfortunately.

Aside from the (usual Laughing ) bugs, how is the driving model? Arcadey or leaned towards realism?

driving model is great, terrain deformation and mud effects are great
nice visuals overall

but it's a bit unrealistic in terms of your opponents manage to go trough same parts of the track at full speed where u just getting stuck in the mud
there is a places where u need to lower air in your tires, well opponents do not do that, which results u losing the race

known bugs are, locking differentials sometimes works sometimes doesn't using 360 controller, that after they said they patched it
after reseting the vehicle it won't respond u have to go back and for to start moving
there is some more but i don't remember at this time

Is this something like UAV 4x4 Racing that was released last year? Like an updated version of the same game? It was great, but if the game is the same I won't bother playing it, but if it's the same style but a different gameplay experience I can't wait to try it.

The game's ok I guess. I just don't like how the game feels in general, but the change to UE3 is definately a good thing for the series. Motorm4x: Offroad Extreme is still the only game like this that I truly loved. There was the first UAZ 4x4 game too, but it lacked some stuff. I still played it because it was something new for me back then and it worked on my old pc.
