I have steam running right now. Is it safe to start Mafia II Skidrow (patch 1.4) at the same time?

STEAM is not allowed to scan on your hd or scan your memory without a steam game running.

Yeah, but mafia will load it's cracked steamapi dll and stuff :/ Don't want something to "call home"

You won't have any problems at all. I've played numerous cracked steamworks-related titles with Steam on in the background with zero hassles. As far as I've understood, the skidrow versions run on an enclosed emulator which has nil interaction with any other external application on your computer, let alone Steam.

Hmm.. downloading GTA Liberty City Stories (16GB holy batterang!) right now and it was at 1-1.5MB/s and then I switched from the Frankfurt Server (I live in f*cking Frankfurt!) to Düsseldorf and the speed increased by ~20-30% and then I switched to the Netherlands server -> 3.6MB/s
The fuck Steam!

Why have the STEAM forums been down so long? They don't want any chatter about recent release of games???
