Is it possible to use Garry's mod or other mods on the Vengeance release of Half-Life 2 with all the updates installed ?

Shouldn't be any problem. Just try it, It's not like the files are enormous anyway.

Is there any way to use mods on the EMPORiO release?

I know I will get flamed for this (i.e. "emporio sucks" etc.), but like hell am I downloading another 3GB's so that I can use some 12mb file.
