Best non-linear games

I was wondering today about non-linearity in games. And which one are the best. By this non-linearity I mean branching story (both at major and minor level), not just some gameplay freedom.

So lets make a list or maybe a ranking even?

For me it would be:
1. Alpha Protocol - this is just a masterpiece from that perspective
2. Witcher series
3. Heavy Rain
4. Blade Runner
5. Vampire the Masquerade: Bloodlines
6. Planescape: Torment
7. Fallout series
8. Mass Effect
9. Deus Ex
10. Kotor

Most if not all of those games are semi-linear. We don't have true non-linear games, do we?

So what did I forgot or I am missing? Is my memory that bad that I don't remember some great non-linear games?

I heard that Arcanum is very non-linear. Sadly I just never could get into it that much.

The Witcher games are pretty linear, but the choice you make in TW2 during the first act completely changes the location you go to, so yeah. <3

BLADE RUNNER! YES! I loved the mechanics in that one!

Hmmm... TES series?

EDIT: Well... only skyrim has a slightly branching story, so forget about that.
And even then calling it story is stretching it out a bit too much.

Nah, TES are sandboxes, they have a lot of freedom in terms of gameplay, but so does GTA. It's not non-linearity I'm thinking of.

Fahrenheit/Indigo Prophecy

Pretty much every Bioware RPG, since every one of them allow you to do "areas" in whatever order you'd like. So this also gives Dragon Age and Jade Empire (IIRC).

To some extent Dead Rising games with their time-sensitive gameplay.
