if i were to play buy and play them again, i would get napoleon, then when you are done get shogun. Empire just didn't cut it
i may play them with the most recommended mods
oh and if you are into multiplayer, then i would get shogun 2 now, so i can play it before people leave for the next total war

Empire is very good. So I guess go with that first. Then try Shogun 2.
You can probably find some cheap Empire+Napoleon packs.

if youre into old fashioned (mostly) melee warfare: shogun 2
if youre into more modern warfare (late 19th century): shogun 2 fall of the samurai
(fall of the samurai is the newest, most content-filled and also imo most fun rendition of the total war series)

I've been playing Empire more or less frequently for some time and it's great. I love the gunpowder units, I think the new combat mechanics are fantastic. Haven't tried the other two you mentioned, although I bet that Napoleon isn't that different from Empire.

Shogun 2 has generally a better AI but Empire is my favorite as well in terms of atmosphere/units. Though the banal advice is, play them all
