pCARS, without any doubt..
Yes, it's pre-alpha. No, it's not released yet. But even in current state, it's miles and miles ahead of any other racing game that came out on PC in the last couple of years..

out of those ? Project CARS since it has to be good and the rest from the list were meh
Buuuuut
Since Project CARS isn't even really available as a retail/final product and we're talking about 'driving games' not really racing i'd vote ETS2 as 'driving game of the year'
