Is it a insurance thing, or what? When there are so many accidents filmed with dash cams there must either be an insane amount of car crashes in Russia or the majority of Russians got one. Or well... something in the middle
I only know one person with a dash here in Norway besides me :/ And I get the feeling its not that common in europe either.
It's because of the insurance fraud that was popular some time ago in Russia, basically a guy would walk in front of your car and throw himself onto the bonnet and lay on the ground screaming as loud as possible.
And as was said, it was discussed in some other topic here. There are lots of different scams going on on the roads in Russia. Pedestrians throwing themselves under the car (so to speak) or forcing some other car into an accident, like driving in front and suddenly braking - I am sure there were plenty of videos of that posted here as well. Then they try to extort money, from the driver directly or via the insurance.
It's pretty much a necessity in Russia for many drivers, from what I understand.
Pretty stupid way to do it though. The car would run him over and cause some serious injuries (and quite likely death). Normally you'd be standing up, to land on top of the car - not under it.
