Yes, Laidlaw enjoys trolling.
HL3 and L4D3 were in the leaked Jira mailing list. They are in development. But they are not "revealed" to the public, nor will they be soon since Valve confirmed they have nothing to show at August's Gamescom.

The L4D3 and HL3 entries weren't forged.
But I agree suggesting that pressing "L" means Valve hints at L4D3 is 
Especially since Laidlaw never worked on an L4D game and I doubt he will.
It was a joke that Valve "cannot into 3" so he pressed some other button which happened to be "L", not a teaser that L4D3 is coming.
