please put a f**king big header up that states ' NO DOWNLOADS'
might stop some of the noobs asking on the chatterbox every 10secs....

I dislike the idea.
Would look rather ugly as a big fucking Header saying "No Downloads"

How about a trigger in the Chatterbox? Like when you say "Download" in your text, it wont even get posted?
