Well the new SSA prohibits it, though I've not heard of anyone (with proof) that has been banned for VPN *activating* yet. We've all done it many times. However! VPN *purchasing* is a big no no and likely to end up with a ban.

I stopped trying that several years ago - they have all sorts of protection in place so even with a VPN, it's not that easy. Well, their loss since I've stopped buying games on Steam as a result except for Steam exclusives that are on sale.

i used to buy games frequently, even full price on release day when steam was in USD for Europeans, but when they changed it to euro prices became ridiculous, i buy almost nothing now, except some random cheap game on sale.

I did it with Bioshock 3, but it wasn't worth the hassle. No problems with steam, but I don't know how recent that new ssa is.

You'd hafta think the legalities of VPN for purchase (they claim attempted fraud) are somewhat simpler tham the legalities for activation once the thing has been bought -usually from a 3rd party supplier.
If Steam crack down too hard on what countries peeps choose to activate their purchase in & they've opened a can of worms about usage rights they might struggle to win. People have portable devices they take with em everywhere and run on all sorts of corporate networks that may or may not conform to geographic boundaries, if Steam started that fight unprepared either way it goes is a loser.
They get told they have no right to prevent people from using the software on whatever network they wish which is an immediate loser, or worse get told that software can only be used on a network within borders the product was bought .
That result would cause chaos for their own Steam network let alone everyone elses', as software companies everywhere win the right to extract a license fee many times over and customers recoil in confusiion & horror at the complexities of running shit in the cloud where you don't even know what country's servers are carrying the code.

Yes it works, and no, you will not get banned (or at least I'm still alive at Steam).
