Technically I don't think there's any reason why they (the machines) can't make an older looking killing machine so likely they'll use the simplest explanation..

They can just blame the crisis, with young flesh being so expensive that they had to go for the old batches from the downmarket

Well I'm certainly looking forward to this, T4 ended up being far more enjoyable than T3 (in my opinion at least) and while the retarded CGI Arnie at the end was rather ridiculous, I still have hope they can pull off a decent Terminator film. I wonder what they're going to do, is it a direct sequel to Salvation or are they going to retcon it?

I don't see why they would retcon it. Time travel and alternative timelines allow them infinite possibilities to tell the story they want without erasing the previous one(s) from the canon.
For example the upcoming X-Men film will bring together two very different interpretations of the X-Men universe.

Admit it.. the universe is completely and utterly time-traveled to death so badly now it really should violently barf up, implode, then leave us all in horrific limbo as it packs its bags for another more less time-traveled-fcuked-up dimension.
The Time Travel quota for our universe by its ape-humans has long since over-extended itself so badly I now feel sorry for it. Worse kind of Time Traveling diet EVAR!
As for Old Terminators by Skynet.. I.. guess.. then again wasn't Arny in T4 just a digital version of him? That wasn't really him so Hollywood is slloowwlly creating more and more fake actors.. its inevitable.

The best de-aging CGI was probably in X-Men 3 and today's techniques are definitely better, but the $$$ to make a whole movie instead of a single scene are probably too many. Just look at the recent Tron movie

The sagging of his face, the entire body structure has changed a lot, his physique is very changed from T2 (it was very changed from T1 in T2, quite different indeed). They will need CGI.

I agree, some CGI will be inevitable, especially for the action scenes where a double can't be used. As for the close-ups it depends on what they're trying to achieve, personally I wouldn't change the face that much (only with better hair like Toni pointed out ). Overall they need to be more careful than before with the direction/editing and avoid improbable "shirtless" scenes if they idea is to keep the real Arnie. (which I would prefer )
