Will it have missions though? I doubt it. I worked with the guys who was doing GTA3 Rage, but i lost interest when i realised there was never going to be any missions + overall terrible and extremely hostile atmosphere amongst modders in that community.

RAGE is GTAIV's engine: this is the Vice City map ported to the RAGE engine.
I believe there are similar projects for GTA3's and San Andreas' maps. Most of the time, those projects don't fully port the missions though.
