Is there anything like this on PC? I remember an episode of Samurai Jack where the bad guy could collect the souls of every one of his enemies and summon them to fight at his side, which seemed like a pretty cool concept. I think I've seen a Warcraft 3 custom map that does this, but I was more interested in a full game built around this premise.

Well Messiah uses possession of the NPCs but that's not quite what you are asking for.
TWIN PEAKS is "something of a miracle."
"...like nothing else on television."
"a phenomenon."
"A tangled tale of sex, violence, power, junk food..."
"Like Nothing On Earth"

When I saw the title I thought it was about the evil ending, something like Arcanum etc where you, well, become, a new evil boss, sort of. heh
And, yeah, the first game that comes to mind is Prototype.
1) Lenovo Legion 7 (AMD Ryzen 7 5800H, RTX 3080 16Gb, 32Gb DDR4, SSD 1TB +2TB
2) SFFPC (streaming via Moonlight+ Sunshine)
