Yeah it's mandatory for the Fallout 4 GECK but other than that you need not use it.
You do need a account though if you want to use the in-game mod browser added in the 1.5 update but you can still use Nexus and add plugins manually, this is mostly for convenience and of course also for console users, can finally get the unofficial patches now, heh.
(Though I doubt Bethesda will allow absolutely everything to be uploaded to their mod section - https://mods.bethesda.net/#en/workshop/fallout4 )

EDIT: Personally I wouldn't use the in-game mod browser to "hotload" mods, there's a couple of engine bugs causing cell resets for one thing and unloading and loading data on the fly like that can't be very stable for larger modifications but eh I haven't really used it much myself so I might be wrong.

TES VI with modding support only via Bethesda.net with micro-transactions/paid Mods confirmed ?
TES VI no play on launch day because of Bethesda.net's shit servers confirmed ?
TES VI no preload, confirmed ?
TES VI not on Steam anymore, "but you can still add it as non-steam game" nonsense, confirmed ?
Also, TES VI will never have 75% off on sales, confirmed ?
