For me, this was Mars War Logs.
Story was intriguing, but the weakest part of the game. I liked combat a lot, like a good version of Witcher 2.

Best RPG of 2013 is...postponed to 2014 
I'll go with Mars, for the surprise factor. Shadowrun lite is a very close second, even without the part two and quick-saves.

Best RPG (ARPG actually) is Marvel Heroes by a long shot. Nothing else even came close. It had a shitty start, but finished top notch in the end.
