i have an option for getting an used in warranty r280x for about 160 eur , i currently have 6970 which is getting kinda old, also money is tight so the 160 is around the budget i could spare.
would it be a sensible upgrade ?

VERY sensible. An R9-280x is basically a 7970 and that is a significant upgrade to a 6950, over double in most cases, especially when OCed to GhzEdition levels.

A 270x is a rebadge of the 7870, still a sizeable upgrade from the 6950 in most cases, but obviously not in the same league as a 280x/7970, so it would depend on the price.

Correct my if I'm wrong (I haven't followed the trends) but isn't 7970 more like 290?

You're wrong, haha. The 7970 is *identical* to the 280x - the only difference is the stock 7970 is clocked 75Mhz higher on core; 850Mhz for the 280x and 925Mhz for the 280x. The 7970 is a Tahiti XT, the 280x is a Tahiti XTL, yet both have the same bus, same shaders (2048), same TMUs (128), same ROPs (32) -- they're the same card. Clock the 280x to 925Mhz and performance will be identical.
JB is right as well, since they're the same chipset, you can Crossfire the 280x and 7970. The 290 and 290x are, again as JB rightly said, somewhere just below the 7990 dual 7970 board.
