Before I used to upload at like 200 kb/s. Now for the past couple of months I only upload at like 15-20 kb/s.

bump and update
now i have:
downstream 6144 kbit/s = 768kb
upstream 512 kbit/s = 64kb
with 40gb datalimit per 2 months :\
in august
downstream 8192 kbit/s = 1024kb
upstream 768 kbit/s = 96kb
with 50gb per month :\ but better then before
paying 45 euro's for it :\

I got a better connection too now..
2200/512
270kb/s down, 70kb/s up.
Soon I'll get 4400/640..
550kb/s down, 80-90kb/s up.
And I have to pay 60-65 euro for that shitty connection..
I hate you.

I think it was 2002 or 2003 when I got my first internet connection which was 512/512. Then it got upgraded over the next 2 years or so for free to 2Mbps/512Kbps and then I upgraded it to 8/1Mbps almost straight after and 24/1Mbps a few years later.
Now stuck with this LTE connection at 150/50, LTE-A works in the main area of the town already but not here yet.

The problem I think is two-fold, each feeding off the other.
Firstly, there's a lot of physical area to cover, much of it with low population density (at least compared to how tightly packed Europe is).
This leads to private companies coming in, and, either on the state or local level saying - "We'll pay for the infrastructure cost of putting down all this cable/fiber, but in return we want a 10/20/30 year exclusivity contract for the area we cover". Money changes hands (I'm sure quite a bit ends up in private pockets), and deals are signed.
And this isn't monopolizing, because, reasons. "Capitalism" in action.
It might be a lot better in high population density areas (the north-east NY,MA,DC etc area), but the south-east really sucks.
It's a sad state of affairs really - and I envy countries like the UK/Sweden/Japan that get such incredible deals for such low prices. But then, I suppose certain countries are even worse off than us (Italy comes to mind if poor Ixi's speeds are still accurate. )

I guess our things aren't that bad in Finland either then, even though it some times feels like it in the small town I live in... Stuck with 4G basically if I want anything faster than 24/1.

Internet in England/UK at large blows if you aren't near a major railway/A-road. It's even worse then the US.
