So I bought these off of gog.com and I had started playing the first one but something else I was looking forward to release came out.
Is there a mod to stop the timer? Don't like being rushed to figure out a quest.

Trust me, you'll have more than enough time. I never got even near the end even with careful scrubbing of every location.
The only way to really reach the end is to aimlessly wander in the wasteland, back and forth. But that's no fun...
And (not much of a spoiler if you ask me, but just in case):
Spoiler: | The game doesn't end when you return the chip. You can still visit every location and do everything after that. Even the main plot continues. |
And besides, stop being such a pussy - this is a real game and not some pos consolized-for-kiddies-so-they-won't-feel-bad disgrace we mostly get these days.

wasn't sure if the timer would actually let you explore n shit, anywho bite me

They altered it in a patch. I do remember playing the game when it was first released and hitting the timer.

Patch changed the second timer to something like 13 years, or maybe that was prepatch and the patch removed it. You do have to beat the water chip timer of 200 days? Whatever it is, but after that you get plenty of time to go play on the map.

First one is very much recommended for a variety of reasons like improvements and additions, needs some tweaking via the .ini file to set it up as you want it, second link is for a variety of mods and addons for all current Fallout titles, Restoration Project or what it's called being recommended for Fallout 2.
(Even a few for Fallout 3.)

Talking about the timer, even Tim Cain said on the GDC that it was the one thing he'd change about the game, calling it a 'stupid thing to stress the player'.

German version was cut to a point where some of the quests got borked,i remember that.
Nothing really gamebreaking but a joke compared to the uncensored version with dismembering

Not just that. The non-German Euro versions of both Fallout 1 & 2 had children as NPCs cut so you couldn't get the childkiller perk, and the drug references were changed to "chem(s)".
