Rule 2 for steam: If you use it, use different accounts for each game you buy.
If they do a check and catch you with multiple accounts from same IP, all go kaput as well.

I have my regural account with a lot of games and I did create a black account for some testing a while ago. I downloaded some steam emulators/memory patchers for my blank account and started downloading a couple of games. Since I wasn't interested in obtaining them I stopped Steam and started it again this time without the patcher to see what'll happen. A few days days later when I remembered to log into my black account again I was informed that I'm banned. My regural account continues to work like a charm!

While Valve can disable the account that was flagged or marked or what to call it they will probably never do a IP ban as they wouldn't profit on your new account and any titles you would buy, guess it's the same with Microsoft never banning via IP on X-Live for similar reasons.
I have a Steam account with around 9 games on it. Am I able/Allowed to logon to another computer and play the games on it as well? It would be another computer in my house, if that mattered at all.
*edit* Poorly worded on my part. I mean, am I able to logon to another computer in my house using the Same account that I use on my PC in my office. I am wanting to play Torchlight on my laptop.

They'll never ban for multiple accounts coming from the same IP. Just for the simple fact that if someone has multiple computers behind a router they will all have the same external IP. At my brothers place they sometimes have four computers running all using steam. Never been an issue.
As far as multiple accounts on the same computer. No idea if they allow that or not in their TOS. I didn't actually read it

Thats actually pretty nice that you can access your account. Still, Valve should not be able to ban your account for that. Even if you murder, rape or torture, these are your games because you paid for every single on of them.

That's because it doesn't happen. You think Valve doesn't have an understanding of NAT? Crazy man. The example of 400 is nice the last big LAN I went to (South Australia) was 500+ but imagine dealing with places that have thousands of steam connections going through a single fibre connection ala Dreamhack.
