i was pulling around ~25 fps in css and it was pretty difficult to play certain levels, like aztec cause it would go in the red frame area, now after reading csbanana tweaks, i boosted my framerate over ~55 in the same areas, plays LOVELY now
i used the following console commands, hope this may help some of u, never know ... to check your current framerate use
cl_showfps X
(Draw fps meter at top of screen (1 = real fps, 2 = average fps)

mat_specular 0
Removes specular lighting (i gained around 4-5 FPS)
mat_bumpmap 0
Removes bumpmapping (i gained a whopping 25 FPS!)

mp_decals "4096" (i used 2500, seems good enough)
This determines the maximum number of decals visible at one time, 4096 is the max number for this command, it prevents decals from just suddenly disappearing when for example too much blood gets on one wall.
cl_ragdoll_collide "1"
This one makes the ragdolls collide with each other, so they don't clip inside of each other. Makes body pileups look a lot better.
cl_c4dynamiclight "1"
This one gives the C4 bomb ticking light dynamic lighting.
r_lod "-5"
This one makes it so that the models always look their best from any distance, so when you get closer they don't suddenly switch to a different mesh.
r_decal_cullsize "0"
This one makes it so that decals don't just appear when you get close, it makes it so you can see them from any distance.
