It starts 18:00 CET today as far as I know, that's GMT+1. For US it will be morning I guess.
EDIT: Don't know is this was posted, but since people keep asking, more info here

People after the keys could also try to check out BF sites and their twitter from time to time just in case, they might have a giveaway or something. I mean, I don't know for sure, but it's possible.

EA will release the client @ 18:00 GMT there was a Russian torrent up earlier this morning but it got shut down by EA.I guess fileplanet is the only host who has the client available at the moment for subscribers..
