Create a text file called commandline.txt in the same folder as the EFLC.exe file and in there write -help start the game (Via the launcher as usual) and a list of parameters will show, one of them is to limit framerate.
(Imposters remove placeholders for vehicles but takes more processing and ram, audio is for full high quality although it's probably enabled on most configurations regardless, next one is for 64x64 reflections instead of 32x32 for vehicles and mirrors and stuff, after that these two tell the game to ignore usual restrictions and just keep going, this will enable you to se everything how you want but will also use much more memory to keep the game going and finally precaching is disabled just as a test if it either improves loading times (They're not that long though.) or just increases stuttering more.)
(Some will also show stuff like -reflectionresolution or -d3d10 but these are false, some like -dx10 are basic switches used by certain titles to force either dx9 or dx10 mode like say Red Faction Guerrilla whereas a command like /high would try to start it in high priority mode.)
JBeckman, you seem to have some insight on the stuttering issue. Could you please explain what causes/increases the stuttering and how -noprecache is used to test it?
i got no change with those settings.. still stuttery as fuck
can't believe cockstar completely ignored all the whines for the original and didn't do anything to fix it

the engine can't be this bad by design
-noprecache removes precaching and as far as I know loads data on-the-fly instead, for some this is faster whereas for others it'll just increase stuttering as there's nothing cached.
As for stuttering since the patch the new shadow algorithm increases GPU load quite a bit at higher settings and water is apparently a bit bugged since a earlier update so reflection resolution or the water quality itself might need to be toned down.
View distance is a rather obvious one as well with more stuff being drawn increasing GPU memory usage and gets more stuff loading, similar with vehicle density.
As I said earlier in response to another post from what I've read the game will try to compensate when under heavy load, textures will load very slow and some might keep the low-resolution LOD ones and cars will show up as solid color box shaped objects (That's the "imposters" or placeholders.) before morphing to the correct vehicle which is normally done out of view from the player, if this fails it'll morph the default car instead which is a taxi model so if you see a lot of those you might want to try to lower some settings.
(As of the latest update the optimizations in the game are also more severe with shorter viewing distances for stuff to lower memory usage but most of the time this isn't meant to be noticeable and it's apparently mostly for the new shadow algorithm.)

I've tried putting my .mp3s in both User Music folders (My Documents\Rockstar Games\GTA IV\User Music and ...\AppData\Local\Rockstar Games\GTA IV\User Music) but to no avail. The My Documents one is supposedly the correct one.
Am I missing something here? Used to work in the original game.

Heh, got that right. Though, funny thing is some of the tracks I'd add to Independence FM are tracks that appear on those stations, so that I can listen to them whenever I want instead of having to wait for them to be played on their respective radio station. And other tracks not in the game too, of course.

Well, I'm an idiot. Apparently the slowdowns in recent games, including this one, were caused by my GPU overheating because of dust. Cleaned my PC and everything is back to normal. Apparetly the Aero theme is just resource heavy enough to add a good 5 degrees to the GPU temperature, which was too much in my case.
Yeap i get the same like you. Stuttering every seconds. Framerate overall is very good,
between 30-40 fps, but this stuttering is annooying. Like little freezing on 1 seconds.

Hah! When i'm playing on night this stuttering is gone , and gameplay is fine.
But when in game is day , this stuttering is again. Strange......
In chapter Ballad of Tony Gay you starting game when in city are night , and all are fine,
no stuttering. But in this second chapter when you are in motorcycle , there is a day and there is this stuttering.
Whatever, when you play at night all is ok ( no matter what chapter)
, and when you wait for day this stuttering is again. Thats all
So i think this is problem in game. Patch must be releasedd ahh.

Shadow related I would guess, same reason you get a lot better framerate during cloudy weather.
(The later 10.4 beta driver have a profile for EFLC.exe which might help as well, already had them when I begun playing so I don't know how much of a improvement those did.)
EDIT: Slightly less traffic and pedestrian activity as well incase it could be CPU related.
if i create a LIVE username (i bet the game requires serial),where does my savegames go at?,at MyDocuments?..and if so,is there any way i can save them so i can recover em in case of game deletion or PC Format?...you know you guys wouldnt want to re-do the entire game again evertime u format^^;

They don't go into the XLIVE folder but it uses a similar layout under the folder C:\Users\WindowsUserNameHere\Documents\Rockstar Games\GTA IV\XYZ123\Savegames\
With XYZ123 being the profile ID that LIVE and Rockstar assigns, if you use XLiveLess or similar this folder is skipped though you can not swap between LIVE savegames and normal saves as they're encrypted in a way.
(I'm not exactly sure how but it ties to your LIVE profile in some way making the saves somewhat unique, and troublesome should the profile data go missing after a reinstall of the OS or similar.)
I can run this on mostly high and very smoothly but get HORRENDOUS pop up with textures, I look one way and it loads infront of my eyes, i look the other way it does the same, I look BACK to where I was looking before and it loads AGAIN

I dont get this..i did the following:
1.Copy the RELOADED crack in the game's folder without replacing the original launcher (the crack had an extra "c" in the end
2.Start the crack file,intros blabla,chosen TLAD and did some gameplay till i saved in the bed
3.Got out of the game to check the same folder you wrote but it only has the "user music" folder in it!?....
Do i have to rename the cracked launcher and overwrite the original one with the cracked one,so the savegames gets saved in the documents n settings folder?!...MAN!!!..HELP!

The fun thing is...the save game is saved and i can continue it,but i cant make a backup of it coz there's no friggin savegame folder in the DnS folder...and i run XP...

I have this same problem, along with many others. Apparently the most recent patch is what caused this to happen (it's fucking annoying). It's up to Rockstar to get a new patch out to fix this. Hope it doesn't take too long.
It is possible the crack alters the save path a bit, there's also the C:\Users\UserName\Appdata\Local\Rockstar folder unless they use some custom path.
(Local is one location but it can also be Roaming, unsure what classifies that.)
so should i overwrite the original with the crack renamed like the original?...i dun mind starting aaaaaaaall over again
EDIT:i renamed the crack like the exe..then opened it and CRAAAAAASH...not worky...reinstalling the game...

Like I said, I've bought GTAIV and what I want to know is... is there a way to install the (not so legit) Episodes (from RELOADED) without any harm for my legit GTA4? And am I able to play the Episodes online too? If so, what do I have to do exactly? (I've got a bunch unused GFWL Keys. Just in case )
