No it doesn't. Terrorist cells don't need PR. They don't need a public face.
Besides, if America wants to know whether Osama is dead or not, I suggest they call up Langley and ask them how their former employee is doing.

Are you kidding me? They love the PR they get, it means more people knows about their deeds and demands. Osama is the ultimate PR machine whether he's dead or not. They probably have a cellar full of tapes where Osama recorded 1000's of hours of nonsense that the group send to newspapers when things are slow. Just to fire up the whole terrorist fear again.

He was the face of Al Qaida and his face was used to spread the word.

I see your point, but real terrorists don't leave calling cards, mementos, they don't make public threats and they certainly don't appear on television, they simply blow shit up.
Anyone can stand in front of camera and take credit for an attack.

Partially yes but those vids also showed Arabs that the US could be mocked and challenged and so recruiting more new terrorists.
There is always a political branch in a terrorists' organisation, what use otherwise to cause terror and horror if none knows your goals?
