well if you exceed your bandwith quota here in aus, then yeah, you get shaped into 64k/128k land. some isps have better plans with 2mbps/4mbps shaping. its all thanks to having very little international interest in aus websites and a duopoly on the only two undersea net cables that enter/leave the country, driving bandwith prices up.

I bought domestic internet at the begining of 2003 (when adsl penetrated through the market) and I remember being a nocturnal porn hunter. We used to go to 56K being shared by 20 pcs internet cafes in the begining of 2000's and try to view worldsex.com and private.com (If my memory serves me well)
And guess what happened when we tried to view shemale(we couldn't speak English back then) category in category clips based porn sites.

-Eeww damn. Close that shit down.
(I'm pretty sure it happened other non English speaking kids too)
Edit: I couldn't buy 56k internet to home because it was waaaaaaay more expensive than my monthly pocket money. After I bought adsl my pocket money went to the bills and I could never spend it with girls etc. When Algerian earthquake happened I canceled my account because it wouldn't load any pages and my pocket money was mine. After that I made my first girlfriend in 2003 ahaha : )

Same for me...
I can't even imagine anymore how it was to search for porn in those days... opening 1 or 2 pictures and wait while the picture builds up... 2 minutes later you see it isnt your taste and move on to the next pic... and my dad was constantly wondering why the telephone bills where that high

@Me7 probably you won't believe this, and will think I'm a weirdo but we were doing stickman porn animation on the books' empty spaces and when we moved the pages fast the stick figures were fucking each other. (we were 8-9 year old by the way)
