I downloaded both of them --EFLC and GTAIV-- they are home-made with Razor's latest crack but work offline nevertheless. I don't know about the online I didn't use my GFWL key on this one. There seems to be a little bit performance increase. Might be a placebo though.

While TLAD was overall a darker and more "serious" experience (but fun nonetheless, I'd rate it 7,5), it's with TBOGT that GTA IV literally explodes in 26 missions of pure insane awesomeness!
Everything is perfect, from the "style" to the dialogues and characters (Yusuf Amir is undoubtfully one of the greatest char ever made), raising exponentially the level of fun and bringing GTA IV to a whole new level. A plain 8,5 for me.

I knew that TBOGT was a very well made expansion, but honestly I didn't think it was that superb both in terms of variety of missions and characters' characterization.
Also, it's always fun to watch and actively partecipate in missions which offer a different perspective from the old GTA IV's ones
As for Omid Djalili, well, he's just as awesome as his virtual counterpart
Meh, it's very strange indeed.. considering that you're also using medium-low details which should guarantee a pretty stable performance. I finished both the DLCs on my 4870 and even if the average framerate was quite low, I never experienced such huge drops.
It's a shame because both the episodes are worth to be played, especially TBoGT.
Guess I'll play around with every possible settings combination and see if anything stops the drops. Low textures is out of the question though. High looks bad enough, let alone medium.

I've upgraded my processor to a Q8300 from a E5200 pretty much because of this game.
And there weren't any great changes regarding performance (E5200@3.6GHz vs Q8300@3.33GHz).
It's a shit port, plain and simple.
Maybe with a highly clocked i5/i7...

in combi with my q8300@3ghz+gtx260 gta4 run 30-40 fps high-very high 1680x1050
now i get like 40-60, nothing overclocked
Cant you overclock that one and see if you can squeeze some more out of it? I dont think it will help that much, everyone has issues with performance in GTA4..
Already did.
I'm not going to waste my time OC'ing my CPU more than I've already did because of this game.

I get around 30-40 fps too, but the game just doesn't feel very smooth at that framerate.
I'll play it again + expansions when I get my next system.

so i am now wanting to play this but also i want to play MP via hamachi LAN. what do need to do , not sure what patch/crack i need and what to do to play LAN? any help?
it's working fine here on windows 10. only problems i had were GFWL related but i sorted them out without the need to use xliveless or whatever it's called. never saw your message tho im sorry.
and of course i had to put this "-nomemrestrict -norestrictions" into the launch parameter so my 970gtx would run this game not only on 800x600 because of some shitty bug.
but somehow im stuck at 52 fps now no matter what i do. lowest settings 52fps all the way. max settings, still 52fps and some little stuttering... playing sleeping dogs for now, will make it work after i finished sleeping dogs.
/edit ok fixed it. it was because of vsync somehow it locked it to 52fps. disabled it ingame, and enabled it in nvidia control panel and now i got 60fps and no lag/stuttering at all.

Looks like your installation is faulty. Redownload your isodemo or check file integrity, if you have legit version.

ok tried to give it a go (steam version of EFLC) , so far i got the past the 800x600 problem by using those parameters, but somehow , the game freezes while saving options
