er... why would you want to change the fan speed? I have the exact same cooler on my GTX275 and it runs at 40% on its own, never tried to change it, because the temps are perfectly fine like this. Just wondering

Completely waste of money. I don't need a fan controller, as I said, I could adjust the fan speed with the standard cooler, and I can't now with the new cooler installed. I should be able to but I can't... I just don't know what's causing it... |
Check the cable and header, mate. There should have been a 3-pin header with the new cooler, which slots onto the PCB of the graphics card, three wires; two control the power (which you know is working as the fan is spinning) and the third is the digital control. Check to see if it has come loose. Red and Black will be +/- respectively for power, with another colour for the fan controller, generally green though it can be another colour.
If the cable from the cooler only has two wires into the header, then that's your problem right there. Without the digital signal to the card, the fan will run at a set speed unless you volt-mod it. Since AC have specifically said that you can control the fan speed via Riva, then we must assume it DOES have three cables .. and one must be damaged or not connected properly.
That's the only thing I can think of
-Edit-
It could even be FOUR wires for the PWM header;
Check to make sure none of them are loose. In the end, if could be a duff header, so get in contact with AC.

Hmm, 3-pin. I'm not sure but 3-pin fans are usually controlled by the card controlling the fan through power changing and the 3rd pin is used for sensing the RPM.
