Problems with such affects, volumetric particles, I assume, are usually due to low fillrate. While the 5770 is not top of the line, I doubt the games you mentioned would be that demanding, particle effects in particular, that it would struggle so much.
Have you perhaps forces transparency antialiasing?

i have all AA settings that i can find in the ati control panel set to application select. doesnt matter if ingame the AA is set to 0x or 4x, the fps drops stay the same

There is nothing wrong with your card, smoke effects are just very demanding. The only option would be to decrease the amount of displayed smoke particles with in-game settings. (only if the things that leo mentioned didn't change anything)
The Radeon 57xx 128-Bit memory interface is part of that problem I think :/ I assume that even a 5830 would have less stress with smoke, even though it has lower clocks

Well, actually smoke shouldn't be that demanding. Particle effects are only demanding when drawn per-pixel (actual volumetric particle effects). But what is used usually are several sprites stitched together in various methods to form an approximation of the effect at a much lower load. This should really not be that demanding. That is why I suggested the transparency antialiasing, because particle sprites usually have transparency. But other than that, I am not sure.

In ATI I think it's called Adaptive Anti Aliasing. Make sure it's not checked.

my 3d settings panel is a bit different, adaptive AA is found under antialiasing mode.
it is currently set to multi-sample AA, the other choices are adaptive and super-sample.
so i guess adaptive antialiasing is turned off already.

How can it be different? Are you using the latest official Cats, 10.6?
Oh, wait, you're using CCC in basic mode. I'd switch to advanced mode immediately so you can tune your card manually.

nah, it was in advanced mode, just an older version. whenever i had updated drivers i hadnt installed the new CCC, just got the new drivers. got the newest CCC now, after i did a complete clean reinstall of drivers. problem still here though
edit: now that i have started the CCC it still looks the same as before. maybe yours looks different because you are on 32 bit? im running win7 x64

I have the same settings as ffy - it doesn't have a separate AAA checkbox.
In any case, this only has an effect if you are forcing AA instead of using the "application controlled" option, as far as I know.
Also, smoke has a substantial impact on performance on my 5870 as well. It is quite noticeable in BC2 - the worst is when you are in a vehicle and zoom into the smoke - I could swear I had FPS drop to single digits, but that was quite a while ago, perhaps even in the beta. I only have some moderate, though noticeable drops now, when walking right through a major explosion.
But I am running it at 1080p with 4xAA, and as it was said, hi-res smoke with AA really kills the performance...throw in some lighting effects and you get even bigger drops.
Still, what you are seeing is pretty big, considering others seem to have less trouble with it. Perhaps a driver or an optimization issue?

Ah, I know why it (CCC) looks slightly different, I have a HD4890, they use 5xxx-hardware.

damnit, its starting to piss me off now. ever since i took interest in trying to fix it im kinda unable to play any games, since whenever theres an explosion or huge particle effects it slows down and i feel like kicking something. before i tried to find a solution it didnt bother me as much, since i thought its just a random slowdown. but slowdowns in games that are running very well (company of heroes single player, dawn of war 2, the witcher) really get on my nerves.
been googling for a while, most of the stuff i can find is people talking about bfbc2 smoke dropping fps hugely on their 5770, while others claim that 5770 is amazing and never slows down. nobody seems to have a fix. someone said to add the game folder to exceptions; as i expected that had no effect whatsoever.

Or the 10.8 beta's?
Haven't had time to try World of Tanks yet, but I can tell you that neither CoH nor DoW2 has ever slowed down on my 5870. Then again, my 9800GTX was *almost* capable of running that flawlessly :E

gonna try the betas later, but it might be just a hardware issue after all..
is there any chance that its an issue with my old mobo? i am running on an asus p5w dh deluxe. i guess if it was something like my mobo, i wouldnt be getting high fps that can drop down in the first place?
