The Update.1 is 130 MB while the Update.2 is only 30 MB so yes, you need to install the 1 first

That small update is update 3.
http://forums.steampowered.com/forums/showthread.php?t=1412023
1.
Ok, got an update uploading right now with a few fixes. Apologies for not posting much on the forum today, been responding to support emails. We fixed a lot of crashes just by getting people to validate their steam download. For those who don't know how to do that: -
Verify integrity of game cache
1. Load Steam
2. From the Library section, right-click on the game and select Properties from the menu.
3. Select the Local files tab and click the Verify integrity of game cache... button.
4. Steam will verify the game's files - this process may take several minutes.
5. Once the process is completed, the Check Window will automatically exit.
so on with the fix list
Fixed a crash if the game fails to initialize the DirectX XAct sound manager (this was one of the reasons the game was crashing on boot for some people)
Added some more logging to help track any other crash issues
Refresh rate should default to 60 and there is now an option in the video settings to adjust your refresh rate. (should help with some lagging issues)
Sentry Guns now correctly target opposition teams when in an allied game
Drilling distance has been tweaked
and on a personal note, I'm really pleased that
Push to Talk is now on by default and uses the "END" key. You can change the push to talk always on in the audio options. (Really want extra feedback on this one)
I know it's not a massive update, but we are working on a lot of other fixes. The problem is that here in the UK we have a bank holiday on Monday, so we are not back in the office until Tuesday.
2.
Got another update coming either later today or tomorrow. Actually dropped on Friday 3rd September
Including in the install the DirectX files needed and some Visual C files (will fix some crashes on boot)
Fixed an issue with setting the region to Japanese
Should see improvements in navigation with pads, a few bug fixes gone in there (will need feedback on this one)
We have expanded the search region for lobbies, hopefully you should see more games now.
Fixed the issue where drilling/blow torching would sometimes cause the active worm to drown if you were on another worms head.
Also put a fix in that was causing a crash on some Nvidia graphics cards
Again, it's not a lot of fixes, but I would prefer to do regular smaller updates so we can track them better.
I know we added a couple more fixes but I'm at home now and can't remember what they were. I will update on Monday.
3.
Update 3 is a very small update and we are uploading it now to Steam.
Enabled steam crash mini dumps to get additional feedback on the crash issues some people are experiencing. This will help us with a few still not able to launch the game.
Lobby search distance filter added so users can select from regional, far and worldwide. This is set to worldwide by default.
Added a time out on lobbies so that redundant lobbies won't be found in a search. Hopefully this will help with the spoiling tactics appearing online.
We have spent a lot of time this week looking at the ongoing lightbulb problems and we feel that we have already made some progress here. One of the problems was actually recreating the issue in the first place. We are hopeful now that we can get this sorted properly when we get back into work next week, but I'm sure you realise I can't promise an exact date.
Would love to have feedback on the search changes because it was not possible to check properly as the search does not show up different versions of the game.
However I am pretty sure the 130 MB "update 1" includes both the 1 and 2 patch and update 3 is the "update 2" skidrow patch.
EDIT: Retail (SID archive extracted files.) is 1.0.0.450, release update is 451, patch 1 is 452, patch 2 is 453 and patch 3 is 1.0.0.454 (Worms exe properties, version number.)

Well in update 3, SKiDROW was pretty clear about the initial question:
Quote: | Additional Notes:
You don't need to have any of the previous updates installed,
as this update is featuring all previous updated content. |
So from this one, you wont need to get earlier updates.
