There is some logic fail with stealing.
 Spoiler: | I mean the Powder Gangbangers hates me to death and i get good karma for killing some of them but yet i get bad karma for stealing from them ? Logically that just doesn't make sense.
I can understand getting BK for stealing from honest citizens , stores and friendly factions but from hostile factions and scumbags like Legion and the Gangbangers ?
Hopefully a mod can modify this. |

It doesn't include the updated exe for some reason (From 1.0.0.238 to 1.1.0.268) so any engine related changes will be missing.
Game uses level scaling though not very much but still you might be too low-level for the higher-end NPC's and creatures to spawn.
(20+ I would guess if that is the best NCR ranger equipment.)
You'd also have to travel trough the NCR camps and ranger outposts now and then (Cells respawn every 72 hours per as with Oblivion.) for stuff to reset and see if any such characters have appeared.

Perhaps check Hoover Dam itself, if you see guys in power armor around or within it you are probably at a level where the medium version will spawn as well (Or what to call it Power armor variant is the better heavy NCR faction armor but with agility penalty so I assume the ranger armor is medium though both have 20 DT)

Stealing is stealing no matter who you steal from. Karma doesn't affect npc disposition anymore afaik so it doesn't really matter anyway.

Hmmmz just updated the game but now my games stutters a lot from time to time
Im not sure if this is the patch or if i need the DLL.... i only just got my GTX460 and only played 10 minutes without problems before i noticed the patch was out.

What kind of character builds are you folks using ? Here is mine :

Strength 4
Perception 6
Endurance 6
Intelligence 10
Agility 9 ( 8 base + 1 from small frame trait)
Charisma 1
Luck 6 ( 5 base + 1 from intensive training perk taken at lvl 2)
Agl , Luck , End , Per and Str will eventually all get + 1 with implants which will give me St 5 , Per 7 ect
Focus on : Guns , Lockpick and Stealth. Repair and Science after that
Currently at lvl 7 with Intensive training (luck) , Educated and Gunslinger. Plan to get Commando , Finesse , Sniper , The Professional , Better criticals , Concentrated Fire , Grim Reaper Sprint , Nerves Of Steel , Action Boy
As you probably figured out this is a character based on stealth , critical and VATS accuracy while being also a good at repair and science. Intelligence at 10 from the start help for that is i get 15 skills point each level from the get a go which help to level skills faster and more of them. 17 skills point once you get educated at lvl 4 + skill books i found.
As i said i'm now lvl 7 and on my way to Novac. Guns is already maxed at 100 with stealth at 55 and Lockpick untouched for now. I'm an absolute killer at med close range with a 10mm pistol. In VATS i pretty much get 95 % on head against anything which kill most of them in one go. Long range is a bit more problematic but should get fixed once i get Commando next level.
Problem with this build is the low str and only 190 of carry capacity. Pretty manageable right now but will probably become more of a pain once i start finding Fat Man , power armor ect. Can't have everything i guess |

Yeah I'm sure of it Method, I know the exe was updated and the version number but I do not know what was altered, had it been just 1.1 from 1.0 it would still be 238 instead of 268.
ESM is the main file however (All script and quest changes/corrections done plus other tweaks apparently.) but I'll upload the exe and NCF's tomorrow when I'll have access to the game properly, should work via loader or similar or might get cracked if it spreads around.
(I can also compare them better though CEG might interfere if it's used but extensive changes would show pretty clearly.)

How to get this quest?I make ED-E to follow me,go where quest said that i must go and nothing happened.Tried speaking with woman there but no new dialog appear.What i must do?

Did the latest update solve most engine/graphic related issues ( stutters, etc. ) for those who bought the game ? Or is that.dll file still best fix ?

Btw: I found these spiked knuckles called "Love and Hate" off a violent female gang leader somewhere outdoors in a camp (wooden houses) (not too far away from goodspring). They are freaking awesome, and about 50dps AFAIK! I've often one-hit armored opponents with them =)

Here's some irony for you - GameSpot gave the game 7.5 mainly saying it's full of bugs and technical issues. However, when you try reading the review on GameSpot, you get a 404 error, and now the 404 error has spread across their entire website!

I like the fact they added reloading yer own ammo and weapon upgrades to it but enemies seem way harder to kill now,especially the huge rad scorpions that attack in pairs.When ya see those its time to flee.Guns nor melee weapons seem to be very effective against them.
Also the game seems to stutter when initially talking to NPC's before you jump into the talk menu's and brief seconds in the game even when using a high end system..

I think so, but I can't be sure. If you have any companions, you could try giving them some of the stuff to lessen your load.
But be careful, I hit a bug with ED-E, myself. I gave it two (quite battered) suits of power armour and the game complained ED-E can't equip faction armour. I didn't think much of it at the time, but when I got back to my motel room in Novac, I checked the bot's inventory and the suits were gone. Thought they might've been dropped after the aforementioned pop-up, so I returned to where I was earlier, but couldn't find the stupid power armour...

Cant seem to like this game. Its suffers from the same empty feeling I got from F3. And I dont mean the barren wasteland, imo the mohave desert doesent really feel like a wasteland, with strange animals running around. Hate those fucking Gecks.
Dont know, maybe its the awful engine. I get the feeling all ncp, animals etc are models added to the gameworld, kinda like they dont fit into the gameworld. Awful animations.
Is it just me or are melee weapons more effective than guns early on? Even when firing at point blank my guns do very little damage. And I've maxed my gun skills as much as possible yet using a knife brings down the enemies faster. Kinda like playing Oblivion with guns all over again.
Also dont like the las vegas theme, its very immersion breaking when you see people gambling and the strip.
Too bad we'll never see a proper isometric fallout game with alot of sick humor and perverse quests.
Dont mess with God, he can impregnate your girlfriend/wife without taking his pants off!
