This is a tough one... BC2 is a great game online but it has really average SP. New Vegas deserves to be on the list. Football Manager 2011 is also a great game, although an upgrade of course. BO could be on that list too, strong SP/MP package. And I can't overlook CIV V here.
Oh well:

3. Call of Duty: Black Cops
I really really would have liked to put BC2 there, but the single player campaign is just too dull and has absolutely none replay value.
Other games I would recommend: Napoleon: Total War, Sam & Max season 3, GTA EFLC, Starcraft 2
The biggest disappointment: Silent Hunter V
