No, it's how terrible the game deals with resources. My guess is Treyarch tried to hack some shit into an engine they didn't have full access to (mind you, this is also IW 3.0 and not 4.0 like in MW2).
For instance, on my i5-760 @ 4.2 GHz + GTX 460 it runs fine at first, stutters a little after a few map changes. At that point, it's using all 4 of my cores for about 75% :E
All I gotta do to fix it is "snd_restart" and voila, CPU usage drops down to nothing noteworthy like it should.
That command doesn't work for everybody, but it does for some, and there's more weird issues like this.

It seems to have some weird bugs that makes it stutter on the most unexpected computers. We've had people with quite old gfx cards here saying it runs great while people with state of the art cards say it stutters like hell.
Also, it doesnt seem to be the usual "it works great on geforce but sucks on ati" but even here it seem to be very random |
I'm one of those, I'm running it on a Palit 9800GT 512, 4Gb DDR3 and an AMD X3 440. Everything maxed, running at 1920x1080 on my sparkly new 23in monitor with no lag or stutter whatsoever. Wierd.

I didnt want to install this game after reading how many problems ppl had, but I got tired of waiting Treyarch to patch it properly and installed it anyway..sp ran fine without any stutter, played it through at 1600x900 with E8400, 4 gigs and a 8800 GTX on win XP sp3 32-bit.
liked the game, didnt run as nice as MW2 but atmosphere was much more to my liking.

What makes you say that? I'd have thought that these days almost the majority of PC sales for this type of game would be from digital sales. I don't know anyone who bought it boxed, but plenty who bought it from Steam or using a cd key.

However, I cant really understand where you get the idea that even if we had the steam numbers it wouldnt pass 0.5m
shitloads of new stuff in my pc. Cant keep track of it all.

Well, we know that PC + Wii + DS sold 0.4M.
I'm making a guess here and say that around half of those units are PC. So we have 0.2M units from retail. I believe it's a good guess, maybe at the most it sold 0.25M but I don't believe it could be higher, because I think it doesn't make sense that the Wii + DS didn't even sell 0.15M!!
And let's say that maybe 60% of PC sales were from Steam. So that 0.2M is the 40% of the total sales.
If I did the math correctly then the total retail + digital sales are 0.5M
I believe my 60% guess isn't far from the truth. I haven't found any reports or estimates that digital sales of PC games are like.. 80% of total PC sales. Not in the US at least. The latest relevant report from NDP actually concluded that PC digital sales are around 60%: http://www.mcvuk.com/news/40953/Digital-passes-boxed-in-PC-games-market just as I guessed.

Oh absolutely, I thought it was clear this was my guess.
The only fact is it sold less than 0.4M units in US retail (it could be as low as 0.1M or as high as 0.3M) while consoles versions sold 8M units.

The US has a much bigger derpbase than Europe. I know absolutely noone who would actually even want to play something like Black Ops on their derpbox, if they even own one 
And I think you really underestimate how much copies have been sold on Steam

He's right, in the retail chain stores here. EBGames, Gamestop, the derpness is at fulltime.
Last time I went in their, I asked if any good RPGs were released on a console latley, and I told him I'm a PC gamer, and I only have a ps3.
He then stated. "Whats an RPG?", and, "You can play games on the PC? How do you play them without a controller?!"
And yes, he WAS serious.

okay, I've been playing this game for 2 days now, GOD, glad I didn't buy it, was planning to...
anyway, the main menu alone is shit!! Cmon, everytime I want to move my mouse to select the right menu, but you have to use the arrows, cause mouse looks around...
And to continue a game I have to first select game, exit that menu again, enter it again, and then I get the continue option...
Loading is shit, everythime the ADD flashing scenes, after that, or when I die I have a 5 sec black screen, anoying...
Game itself is more of the same COD, No stuttering for me though, luckely
