Change yourself into that woman (bottom row, forget name). Go into the center of the pedestal and unleash your power (kills both mayor and police chief). Change into a Functionary...and time warp until the alarm turns off. Now change into the mayor quick, and as the police chief gets reanimated and starts walking back to that same spot, talk to him.
Took me a while to figure out too
On a sidenote, has anyone found all 6 plans at the police station. Found 4, missing 2. The place is fuckin huge, and it all looks the same to me  |
Yeah took me a while to get that too. Kept tryin to kill JUST the mayor, but he reanimaties too fast.
As for the 5th and 6th plans, try changing into a beholder; helps for lookin high and low. Found one of them waaaaaaaaaaay upstairs, one on them under the stairs, one of them in a vent shaft...just keep trying

Played and beat this game last year (maybe it was the beginning of this year, I can't remember). Not a bad story and gameplay was fun. The ship battles were pretty fun and really challenging at a couple points. Some of the voice-acting was a little cheesy, but I think it was meant to sound that way, as there is a lot of humor spread throughout the game. Worth the DL.
dyn IP addys, subnet & mac spoofs, email routing, and if all else fails, wi-fi. banned? lol, its more like brb. =p

i love the graphics and the futuristic world in this game. i think Downtown looks the best. they should make a game like GTA with the futuristic world like in Scrapland. you can walk in the city streets, drive futuristic cars like the one in the movie I, Robot or A.I. and include those flying cars like in Scrapland or like in the movie The 5th element. the design of the cities are just beautiful. although i think Scrapland should've had more variety robot characters.

Well... erm... wish granted, that game you wish they make... is ScrapLand itself.

Well, I found those 6 police station plans, but now can't find 2 outta the 4 ones in the press building. Don't seem to be any hint maps for these hidden locations either. Been roaming around as messenger/beholder for a few hours now...grr the frustration.
I can never be free, because the shackles I wear can't be touched or be seen.

I only found 5 of the 6 in the police station, and 3 of the 4 in the press building. :/
Press building ones I got are: 1 is on shelves in the room with the camera who taught you to take pictures (need to fly up), and 2 of them are in the TV studio room (up in the catwalks, but you can walk there). Unfortunately, the one I'm missing is the ship plans for the better racing ship and I can't beat banker races very often with my current ship. Anyone know where the last press one is?
EDIT: http://202.67.150.4/forums/showthread.php?t=1179 seems to have all the hidden plan locations in it. Haven't gotten to check yet myself as I've been staring at a CCE encode window for the past 2 hours and it's still only 40% done.

The last one is in the same room as the catwalks. It's underneath some stairs as I recall. So 3 of those plans are all in the same room.

I doubt it. It's still "TBD" on MercurySteam's Wiki and on Steam.
People nagged American McGee on it and he was annoyed since he didn't have anything to do with the development, he was the executive producer (promotion and counsel), nothing else, yet they slapped "American McGee's" to the title in hopes of gaining interest.

ps. I'm currently doing a playthrough of the original Scrapland with some tweaks + Reshade with a bunch of shaders to improve an already impressively looking game for having been released in 2004 (!!!) and is still looking nice. In fact, if I compare the very recently released Psychonauts 2 with Scrapland they don't look like they're ~17 years apart. Granted, part of the charm with Psychonauts 2 is that they didn't try to reinvent the graphical wheel, they kept the charming style, design and quality of the 2005 original game with some improvements.
ps. I did try to use an online neural network/AI image enhancement tool to resize the low-res textures but I couldn't be bothered since the only way to do ALL the textures would have forced me to learn how to script against the AI engine to automate the enhancement of thousands of textures (after having resized thousands of textures). Just unpacking the datafiles took a while with some hacked alpha-version tool that could extract the contents.
As a test I resized a texture I knew in the game from 256x256 format to 2048x2048 and used the AI enhancement tool to find the best result. The end result wasn't overly impressive but it was a little more detailed than the original and I replaced the original texture, repacked the datafile and sure, it looked slightly better but it just wasn't worth my time. Besides, the design of the game (vehicle/building/character models etc.) is clever enough to avoid massively upscaled low-res textures. You mostly see blurry textures in certain areas when you fly around. When you're on foot you don't really notice it due to the style and design of the game.
I used ReShade with a mix of anti-aliasing filters (SMAA, Directionally Aligned AA etc.) and smart sharpen + some version of AMD upscaling detail filter (which basically adds more structure to textures which makes them look less blurry) etc.
