Trolling or not, the statement "The human eye can't even realistically notice 60FPS" isn't valid since the eye doesn't work like that.
The closest approximation would be to have a screen switch between black and white slowly and then increasing the frequency of the switching. When you don't notice any switching and the screen seems to be smooth bright grey, that's the frequency where the eye has reached it's limit to separate black from white. This is generally around 100hz on average. But there are many other things to consider that makes this topic more complex than that. Blur and aliasing on televisions will make the need for very high frequencies unnecessary.

Everything above 30fps the human eyes can't see, everything below that it can. The site above is not on point at all. So for the human eyes to be relaxed and not being able to see stuttering/non smooth imaging a game should be run at least on 30FPS so everything stays fluid. And it's around 60HZ average and not 100 HZ. Think about LCD game displays that do only 60HZ (first models) that have up to 400HZ now that is trickery -> putting frames in between for a so called smoother experience on screen.
so it's 30FPS and 60HZ that a human can't see / notice the difference anymore everything above that is not needed.

If you can't tell a difference between 30 and 60 or more FPS, you have some serious problems with your eyes.

From what I remember from school, the eye has different cells for black/white and color vision which operate differently. You also have a different perception of movement in the center of your vision and on the edges.
Also resolution of the video/game has an effect on the perceived fluidity. The higher the resolution the easier it is to see the "jerkiness" of the video.
Bottom line: you can't specify the perfect framerate for the human eye, more is always better.

what i think is weird is when i play these supposedly 30 fps console games i find it going 10 times smoother than if i have 30fps in a PC game.

That's because the console have amazingly awesome BlurSmooth™ technology to make everything appear as smooth as 240 fps.

Demo, or rather a confirmation that one will be released after the game itself is out.
EDIT: In terms of FPS and not Hz or anything most people can notice differences upwards of around to 200 - 250 FPS as far as I've read, 30 - 60 isn't a issue at all to distinguish between unless motion blur and other tricks for smoothing out the image is used.

It may not be absolutely necessary to get 30+ fps for a game to be "playable," but the human eye absolutely, positively, 100%, without a doubt CAN notice beyond that.
"Needed" fps is also subjective. If you spent your whole life playing games at 15 fps, you would have gotten used to it by now. However, if your friend who has played games at 60 fps his whole life comes over to your house, he'll kick you in the throat for having such a shitty pc. And you'll probably offer him oral pleasure when you go over to his house and realize what you've been missing.
