Yes, it was the full game - playable from start to finish - AND it had the Editor too. Of course it was a beta, so it was buggy and sometimes mission triggers... well... didn't trigger, but you could just restart from the beginning of the level or even a prior checkpoint and that would often work.

I heard it needed a bunch of files and fixes to get it to run. These files are all over the net and is like building a patch work quilt to get the game to run properly....?

You heard wrong then. It was playable with all the files that came with it and you just needed a few command line options to "clean it up". It's in this thread a ways back.
