It's called tearing. Force VSYNC either in the options or your gfx card driver and the problem will be gone. (you might experience lower fps too...) |
I've turned VSYNC on in-game and turned the "wait for vertical refresh" to "Always On" through the catalyst control center and there is no change

I don't run Crossfire, single 5970 at standard clocks

5970 is a dual GPU card so you are using Crossfire.

Running Crysis 2 in windowed mode does fix the problem (and reduces my fps to ~20 ) but it's not ideal.

Didn't AMD disable the option to disable Catalyst AI in their CFX cards? A sign of confidence in their drivers? 
Try using an external tool to force disable the CatAI. Running in window mode is not a solution as the game doesn't run in maximum performance.

Have you tried forcing it off through RadeonPro?

Damn, I'm reading the Crysis 2 thread in the HardOCP forums and there are quite a few gems there:
