Should be an easy answer but it all depends on the level of quality you can live with and the amount of time you want to commit. Doom9, to me, is the best place to visit. You can download most tools I list over there but it is the forums you want to look over. The forums are full of a vast amount of really helpful information.
Best Quality (very fast):
Split on two discs and retain menus/extras, I use DVDFab. DVDShrink can reauthor across two discs but you will loose the menu.
Next Best (Any Encode Require More Time):
I use DVD-Rebuilder (there is a free and a pro version) w/ CCE or HC (HC is a new encoder that has real promise, best of all it is free). DVDShrink is great long as you keep the compression level low, it is also much faster then encoding. My personal rule of thumb is anything lower the 85% I move to DVD-RB.
