well there we see the last match stats. going into it norwich had to play fulham (15th in the table) southampton playing man united (3rd) crystal palace played charlton ahtletic (11th) and west brom played portsmouth (16th)
As you can see any of these teams COULD have stayed up but of course the balls was in norwich's court all the time since they were in the safety zone.
