so my steam says the game unlocks at 9PM EST, i remember Portal 2 used midnight EST and not the PST which is used now. Is it the dev that decides or Valve?

Well, in the beta you can pretty much go by with only two points in hacking and grenade the rest. Kinda makes spending praxis on hacking redundant. Also, that's 5-6 left-over AUD's(?) in addition to the ones I spent on doors 3pts or above.
