Weird seeing so much people having trouble decrypting it.
While my experience wasn't that smooth (had to kill steam the first time when it was ~64% of the decryption process because of my VPN's time limit) it worked out fine in the end.
1 - Set my steam DL location to US - Chicago
2 - DL'ed this and used it with the "USAIP PPTP California".
3 - Loaded up steam, took around 30s for steam to connect.
4 - Selected the game, chose "Setup Deus Ex" and the decryption begun; stalled a bit around 64-65% and then it just disappeared.
5 - Tried starting the game "Play Deus Ex", Steam finished up the installation (this was pretty fast).
6 - Once it finished I think I chose "Play Deus Ex" and it went through that normal Step 1: Installing VC Redist, Step 2: Installing DirectX and the game started right afterwards.

I decrypted easily but I won't play until Friday anyway, I have way too few hours available during evenings since I work full-time now, so I'll be Jensening my way through Detroit over the course of a one huge goddamn walkthrough rather than fractured play sessions.
