NVidia drivers have a profile for the game which forces V-SYNC off regardless of how you set it in the control panel. You can use NVidia Inspector to edit the profile to force V-SYNC on.
Now how do I get rid of the 60fps cap...

You can't. Since their previous engine their games are meant to have a 60fps cap or they act weird. The command that worked on Doom 3 to override the cap, doesn't work anymore (more correctly it doesn't have an option to disable it).

if your using the custom config thats suposed to give max IQ then thats probably the reason for your freezes.
i tried it and it lagged my game to hell if i turned on transcoding and i cant say it looked any better it seemed worse to me...

default settings , someone go take a pic of that house with the max iq config see if we can see a difference, that screenshot is resized from 1920x1080 to 70% btw i think i was using 8x aa

Im running on an i7-2600k @ 4.2GHz, 8gb ddr3-1333 and the game installed on my OCZ Vertex3 SSD, no reason at all for stuttering/freezes/slowdown...

Make sure you use the latest drivers. It runs flawlessly for most people now.

The JBeckman config setting doenst work for me, too many issues but now default with vsync on @1920x1080 8xAA....., itsrunning at 60fps so its works like a charm! Still need to change the sensitivity for my ps3 controller though. I am fine.
Oh..., i have an imac using win7 i5@2.8ghz 760, ATI M5850 (older drivers) with 4gb of ram (not oc by the way)!

edit: Hmm during the drive part from place to place i have to admit the framerate drops sometimes to approx. 45fps. Can't complain.

Well it's pretty rough and I'm still tinkering with it, main use would be the post where I described my observations regarding the different settings but to find a balanced config might be difficult.
Also the game is 32-bit and should only use 2.5 - 3.5 GB at most unless memory patched.
(Need to tinker with this too.)
Finally the GPU I use is a 2GB one so it might be a bit tough with only 1 GB VRAM to use the entire config.
(Which isn't so much as a max quality config as just trying to improve streaming, only quality changes are related to AF and the LOD bias.)
Still I'll get something working eventually, for now it's a rather brute force solution.
(Which is pretty easily noticed.)
EDIT: On NVIDIA maybe it's down to "vt_usecudatranscode 2" being a bit much since it enables CUDA transcoding on everything whereas the default value is "1" which tries to intelligently scan for which textures to handle or how the command works.
Also I'm unsure how well the game executes these configs compared to using a shortcut or bat file and just setting stuff like +com_AllowConsole 1 +com_SkipIntroVideo 1 and so on.
(Based on earlier posts the intro video skip does not quite work via config file, would work if it was loaded earlier like default.cfg but there seems to be no autoexec.cfg method or similar.)

Mine is also freezing for 1 to 2 seconds at a time. it seems to happen when textures are loading but i can b too sure. also i keep seeing that this game uses Cuda for Nvidia cards, i heard that it used direct compute for ati cards? is there something that can be changed to increase with that ?
My specs:
Phenom ii X4 2.6 ghz
8gb ddr2
HD5850 1gb
Win7 x64
I can deal with the textures slow to load but the freezing makes this game unplayable. Any help or advice?

Did you turn vysnc settings on in your ccc (always on) and did you use the default config settings? It helped me with my 5850.

make sure you got the rage preview drivers for AMD cards. i would suggest downloading the 10.10 preview actually since it has the newest version for everything besides the OPENGL part, few pages back i linked to the DLL so you dont have to downgrade everything else

Wow looks like it could be another issur rather than the game itself, So what specs are people playing on smoothgly here?
Will an AMD phenom quad @3.2 4 gig of ram, 7200RPM drive and an 8800GT handle it ok?

i have vsync on in both my CCC and i am using D3Doverrider. i have also tried without any rageconfig.cfg still a freezing mess. no other games give me problems like this. Also my freezes can last upto 4 and 5 seconds long.. sound will even stop after a few seconds untill it all starts again..

runns super smooth and looks (for the most part) superb for the fps its running at on my aging machine, but the texture popup while turning is atrocious and I have an almost constant tear in the center of my screen at all times.
annoying
