well, i think it's trying to emulate an early crt monitor
i'm sad to see that none of the modern emulators emulate how early CRTs looked back then, so all the games look doubly as blocky as they used to

does street fighter third strike online edition do CRTs well? it has an option

Nah, thats just bloom overdose. You only need to boot up some NES emulator and enable scanlines to have better visual equivalent of old tvs.
