I just want a App that I can run on my computer (seen as mine is what the internet goes through) so I can block that software on his computer from uploading.

he won't be happy. as far as i know it's all based on some weired ration thing...no upload = no download.
yea, but its strange, The Uploading is disabled and it doesnt show anyone dwonloading from the computer, Yet All the Uploading bandwidth is being used untill the software is closed.

if you want to block or minimize his upload traffic, get a cheap sweex router, you can pput linux on many sweex´s routers and that way you program it that way, that it makes use of a "netlimiter".
How do I set this up??? It doesnt allow me to do anything to limit his bandwidth usage... When he is downloading at 150KB per a Sec, Netlimiter doesnt notice it

You should be able to assign the application to one of your Eth ports, then tell it what to limit the bandwidth going through it too..

I don't think NetLimiter can do this?
It can only limit the net-usage on your computer, not his.
yea take note though NL fucks up some apps like steam. took me days to figure out that's what the problem was by then i'd deleted my backup and couldnt reinstall the games thinkin some funky shit was happeneing
