How does that work exactly?
You buy the game in your respective country and then use a Australian VPN when you're ready to activate (launch steam) ?

Yes, and that then decrypts the game, after that you just launch the exe file directly with the help of a steam_appid.txt file in the game folder containing the game ID.
(Number that Steam uses for the game, seen when viewing the games Steam page.)
( http://www.vpnsecure.me/ - seems useful with that two day trial for around 2$ but I'm a bit undecided still, probably will try it come Thursday anyway though.)

Yeah I was looking at that the other day. Lemme know if it works as I'm at +9GMT so I'm hoping to be able to play by Thursday night here.

Unless it's a review build, that one is fully working, of course there was a Skidrow "release" a short while ago which was confirmed as fake.
