Seems to be a variant of SecuROM (lang.ini file.) and Rockstar Social Club (As mentioned before.) with hooks to Steam (steam_api.dll) for Steamworks integration instead of LIVE.
(Not 100% certain.)

There's a lot of people downloading this and of course Modern Warfare 3 so it'll be at least two hours until I get it all downloaded.
(Seems to be encrypted too, nothing difficult to overcome though.)
Also I was wrong about it using SecuROM it seems, it's some other system and not related to SecuROM online activation.
(Which I know nothing about.)
