I can get myself on an AU vpn, thats not the problem. I'm thinking though that even through the VPN they wont decrypt that client as its a RUSSIAN key even if the client is in English now.
Could be wrong though?

I tried that exact release, but after I put in the code, I got the message that the game isn't released yet and couldn't install it.

I'm pretty sure activation (of the pre-loaded files) is related to your location when ur logged into Steam.

It's absolutely fake. No scene group would name a release like that - least of all Skidrow. You're looking for;

There's a series of scripted quest lines, of course, which will follow the main plot and a number of subplots like those belonging to Skyrim's various guilds and The Dark Brotherhood, but once you've completed these, Howard says that the Radiant storytelling system will continue to generate tasks. These can involve stealing gems for the thieves guild, or assassinating NPCs for the Dark Brotherhood.

Howard says that these randomly generated quests are designed to lead players into interesting parts of the world they haven't visited before. Even major quests will have randomised components that will send players to unvisited areas.

Well, they were used in a quest. The alchemist would ask you to bring them to you and he'd make elixirs out of them. Those were pretty powerful but nothing earth-shattering.
