I prefer sisInstall but Phoenix works as well, be sure to use the latest version.
(Can also decrypt the NCF's and the files via that modified Portal 2 crack thing but I can't link to that and it's a bit unstable but has the advantage of working as soon as the keys are available.)
It's sort of a custom rather modified Steam launcher for playing their games but it has extra functionality such as opening SIM/SID containers and decrypting them if the decryption keys have been released, you'd need any updated files and the exe afterwards though so it doesn't solve everything.
(And of course a modified exe from that unless you own the title and launch it via Steam.)
if I buy and download Skyrim via Steam on my laptop, can I easily transfer the files and also play on my desktop? or do I have to download it on there too?
Have these files on any comp, and as long as you log in to steam with same account you will be just fine buddy

Yep Phoenix 1.5 beta 8 works fine.You need to update database after 6 hours and Phoenix will decrypt it. Then you will only need Syrim exe.ncf and 1.1 patch.
